So Tier is like basic social status (based on parentage--it's not all consuming--but it's a starting point). The worst is Tier 4/5 the highest is Tier 1. You have a social value based on accomplishments, beauty, etc. The best way to raise your tier is to be legitimately dominant and a good citizen. Hans is Tier 2 which is very high.
